                        (U) SUBJECT: Medical Biological Warfare (BW) Defense Plan (U)

                        1. @ PURPOSE OF ADDRESSAL: To provide information on the Medical
                        BW Defense Plan to enhance medical readiness for U.S. forces against
                        BW agents.

                        2. (U) OBJECTIVE: To provide an update on vaccine and medical BW
                        initiatives since the last Tank Prebrief an 16 January 1991.

                                o Army had started to procure anthrax and botulinum vaccines
                        in 1988 and 1989, respectively. When Operation Desert Shield (ODS)
                        occurred, vaccine stocks were insufficient to meet the enormous and
                        rapid requirements. There was only one producer of both vaccines
                        (Michigan Department of Public Health) indicating the limitations of
                        the vaccine, industrial production b"e. Their vaccine production

                               o During the pre-tank briefing to General Vuono on
                        10 Dee 90, CSA stated that in the future he did not want Army to be
                        unprepared to deal with Bw threats from potential opposing forces.
                        The Medical BW Defense Plan will address future BW readiness of U.S.
                        forces. This plan is being staffed through DA and the other
