                  o  main points of the plan are as follows:

                     oo Continue development of a contingency BW vaccine
          stocknile
                         M    Services to fund their requirements.

                     oo Identify the early deploying force which should be
          vaccinated against BW agents during Pea


                     oo Continue to use limited vaccine industrial base but
          plan for construction of a government owned, contractor operated
          vaccine production facility.

                     oo Establish the Joint Medical Biological Warfare Defense
          Committee to monitor requirements for and stocks of vaccines,
          antitoxins, and immune globulins.

                     oo Decentralize the vaccine stockpile. National Center
          for Toxicological Research site in Arkansas should be ready in
          2QFY92.

                     oo Finalize TRADOC boarding of the Theater Army Medical
          Laboratory which has the missions of identification of BW agents in
          patient samples and detection of antibiotic resistant BW agents.
                     oo Establish agreement between DOD and  0
                       on exchange and analysis of suspected Bw samp.Les. Will
          provide irrefutable proof of BW agent use on         - forces and
          permit National Command Authority          respond justifiably.

                     oo Make vaccines and antitoxins available to select
          allies through Foreign Military Sales to avoid future geopolitical
          issues.

   4. (U)  ARMY POSITION: Although the plan is being staffed, there is

          5. (U) RECOMMENDATION: Support the Medical BW Defense Plan to
          enhance Army and other services' IIW defense readiness in future
