          1. MISSION: No Change

          2. SITUATION AND CONSIDERATIONS

              a. Enemy situation: Reports form the field indicate
          threat forces may be experiencing field sanitation problems.
          Lack of adequate food and water supplies have been reported.

              b. Friendly situation:

                  (1) Status of vector control: inquires continue on
          the use of "flea and tick" collars. Messages have been sent to
          the field to provide information to commanders on potential
          operational problems and health hazards of soldiers using these
          devices. The Army Air Force Exchange System (AAFES) has issued
          instructions for posting point-of-sale warning notices to
          soldiers. Close coordination with public affairs has resulted
          in news media releases concerning why collars should not be
          used. See Encl 1: Message, HSC, 14184OZ, Subject, Misuse of
          Tick/Flea Collars. Encl 2: Message, AAFES, 121621Z, Dec 90,
          Subject, Health Alert, Flea and Tick Collars. '

                  (2) Status of water quality: Questions from the field
          concerning the health hazards from crude oil spills have been
          addressed by the U.S. Army Environmental Hygiene Agency.
          Information on the preventive medicine implications of crude
          oil in drinking water supplies has been provided to the ARCENT
          Preventive Medicine Officer. See Encl 3: Memorandum, USEHA 29
          Jan 91, Subject, Human Health Hazards of Exposure to Spilled
          Crude Oil. Encl 4: Information Paper, SGPS-PSP 1 Feb 91,
          Subject, Preventive Medicine Implications from Crude Oil.

                  (3) Public Health Aspects of Civil Affairs: Planning
 continues to provide preventive medicine support to the 352d
          Civil Affairs Command (USAR) Kuwait restoration and rebuild
          efforts. Requirements for military technical support during
          the restoration phase are being determined.

              c. Characteristics of the area of operations: The
          potential for cholera and typhus epidemics in Baghdad have been
          reported by international relief organizations. Damage to
          water and electrical systems have resulted in breakdowns of
          normal water treatment capabilities. See Encl 5: Message,
          FBIS, 281032Z Jan 91, Subject, Cholera, Typhus Epidemics
          Threaten Baghdad.
