              2. SITUATION AND CONSIDERATIONS

                  a. Enemy situation: No Change

                 b. Friendly situation:

                      (1) Status of Field Sanitation:

                           (a) Reports from patients evacuated out of the
              theater indicate that general sanitation conditions are
              improving. Port facilities and airheads with large troop
              populations are experiencing more sanitation problems (solid
              waste and flies) than units in isolated areas. Some units have
              not yet appointed and trained field sanitation teams. E-Mail
              Message, LARMC PRA, 3 Jan 91 (not enclosed).

                           (b) Commercial cruise ships are being used for
              troop recreational facilities. Information concerning
              environmental health and sanitation aspects of vessels being
              used was received from the U.S. Public Health Service. This
              information and guidance on cruise ship sanitation was provided
              to ARCENT. See Encl I: Letter, Public Health Service, 31 Dec
              90, Subject, Cruise Ship Sanitation.

                      (2) Status of preventive medicine aspects of NBC:
              Procurement of topical skin Protestant has been delayed due to
              problems in manufacturing. Quality control audits showed the
              final delivered product to be different from original
              specifications. Questions concerning the safety and efficacy
              the delivered product have been raised by the Food and Drug
              Administration (FDA). Product testing is now underway to gain
fety and efficacy.   See

                      (3) Public Health Aspects of Civil Affairs: The 352d
              Civil Affairs Command (USAR) has been tasked with assisting the
              legitimate Government of Kuwait in planning and implementing a
              program to restore functions and services of the Kuwait
              Government upon withdrawal of Iraqi forces. During December
              the 352d requested the Army Environmental Hygiene Agency (AERA)
              to review and provide technical comments on preliminary
              restoration plans related to environmental health concerns
              (sewage, drinking water, solid waste, vector control). As
              restoration plans evolve it is possible that OTSG will be
              requested through formal
