                  in this Operation, there were many issues concerning dental
             personnel staffing, dental asset employment, dental activity
             reporting, and technical and command lines of authority that were
             problematic and r@ired constant adjustments as the operation
             proceeded. Success of dental support speaks to the responsiveness
             of those concerned.    It is unclear to this office whether the
             problems resulted from unclear doctrine or from lack of doctrine
             to provide guidance on these issues. Although it is acknowledged
             that doctrine must be customized to the situation when planning
             and executing an operation, this office feels that when doctrine
             is modified in a functional area (specifically dental care),
             functional area experts should have significant input to the
             modification. otherwise the technical expertise required to design
             the most effective, efficient dental support will not be available
             to the operation.

                  -Limitations.    Actual dental operations were conducted by
             dental staff of, and dental units subordinate to Health Services
             Command, 7TIf Medical Command, Forces Command, Army Central Command
             and the most significant lessons learned will appropriately
             originate from these elements. Although it is aware of many of
             these lessons, this office has limited its submission of lessons
             learned to issues it feel it can best assess from its level.

             PART 11:   Lessons Learned.    On the following pages are lessons
             learned at the Office of the Assistant Surgeon General for Dental
             Services.
