            SUB,TECT: Adequacy of Space Allowances for Troops Deployed to
            Desert Shield

            1. PURPOSE: To alert Senior AMEDD leadership of the health
            impact associated with inadequate space for billeting troops
            deployed to Desert Shield.

            2. FACTS:

                a. information through informal channels with Preventive
            Medicine Officers in the AO indicate that troops are being
            billeted in facilities having inadequate space.

                b. Specifically mentioned was a unit with 1000 personnel
            who were housed in a single maintenance building. A Brigade
            Surgeon of the 82d Airborne Division calculated that each
            soldier had 16 square feet of living space. This is far short
            of the 40 square feet minim= required for soldiers under
            emergency conditions (reference FM 8-250).

                c. It is unknown how prevalent the crowding conditions are
            among our forces in Saudi Arabia, however, this is not an
            isolated circumstance.

                d. Acute respiratory disease as well as other diseases
            transmitted by person-to-person contact are likely to emerge
            and become a significant factor in degrading mission
            performance if this continues. In fact, upper respiratory
            infections in the AO are commonplace but so far have not
            impacted on the unit capabilities.

                e. This situation will deteriorate during the troop
            build-up phase while soldiers are concentrated in specified
            cantonment areas unless additional living space is provided.

                f. The solution requires the Commanders in the AO secure
ilities or
            construction. The engineer community is receptive.
