INFORMATION PAPER
SUBJECT: Medical Products Recovery Team
1. Purpose. Provide information regarding the medical products
recovered by the U.S. Army Medical Research Institute of infectious
Disease (USAMRIID) recovery team during their recent trip to South
West Asia (SWA).
2. Facts.
a. The USAMRTID Medical Product Recovery Team comprised of
Major William R. Cline, MS. and Captain William S. Whitten, Ms,
traveled to 47th MEDSOM, Dhahran, Saudi Arabia, 1 may 91 and
returned to Fort Detrick, Maryland, with the products, 10 May 91.
b. instructions to the team were to recover all remaining
vaccines and medical products shipped into the theater by the
Command.
C. No temperature records were maintained on any of the
products. The only items which were routinely inventoried by the
47th MEDSON were the centoxin and the ribavirin. Records of these
inventories were recovered.
d. All special medical products were maintained in a
48 foot, refrigerated trailer until the unit malfunctioned 17 April
91. After approximately 15 hours, the malfunctioned was discovered
and the items were related into two 600 foot, refrigerated units.
a. USAMRIID Team discovered that refrigeration unit #2
malfunctioned on I May 91 resulting in freezing some of the
products. The same unit was found not running on the morning of 7-
9 May (out of fuel).
It Thg USMOIID team raturnad Qn 10 May 91. Enrb mf-,dirml
product was inventoried and stared in an appropriate storage
facility. The Surgeon's Office at CENTCOM is coordinating an
effort to have any remaining product returned to USAMRIID as soon
as possible.
g. Recommendations regarding the medical products:
(1) Anthrax vaccine. since this is a licensed product,
it is not subject to special FDA rules, but rather is treated like
any other fully licensed product. The manufacturer (Michigan
Department of Public Health) is currently operating under contract
to USAMRDC at maximum capacity to produce new material. They do
not have capacity for retesting any old vaccine lots which would
require BL-3 containment and immunized personnel. currently,
