            SUBJECT: Prevention and Prophylaxis Against Biologic Agents


            1. A meeting took place on 26 November 1990 between
            representatives of the United Kingdom and the United States
            dealing with technical issues relating to the potential use of
            biologic weapons.
            2. It appears that the Brits are committed to the use of
            Anthrax vaccine to prophylax against exposure. However, they
            have not made the decision to implement this policy until it is
            coordinated with the United States. They have enough anthrax
            vaccine to give each of their personnel three injections at
            0,3,7 weeks.

            4. The availability of  botulinum vaccine is a concern for both
            countries. Only limited quantities have been produced and
            stockpiled. The industrial base will not be able to generate
            any way near the quantity needed during any reasonable time
            frame. The Brits have decided to go with antitoxin which they
            have generated from a goat source. They believe that they will
            have enough antitoxin available to treat exposed individuals.

            S. The Brits are concerned about the possibility of Plague
            being another biologic threat. They are in need of more vaccine
            and would like to obtain supplies from the U.S.
