            I                           of vaccination will quickly come to
            the fore. it is our understanding that by the end of December
            we will have enough        1910@                    anthrax
            vaccine. This would allow us to immunize many of our troops with
            atleast two injections. If a priority system were established
            then some of the troops would be able to receive either two or
            the full three injections. However, the injections need to be
            given at 0,4,6 weeks and our window of opportunity is rapidly
            shrinking. It is recommended that we start immunization as
            rapidly as possible. This will prevent any embarrassment if the
            Brits implement their plans but more importantly is the right
            thing to do. To not use a potential life saving medicine even
            if it protects only a portion of the troops would be difficult
            to defend.

            2. Continue pressure on the industrial base and work with the
            Brits to get as much botulism antitoxin as possible.

            3. Consider the initiation of vaccination with plague vaccine
            pending further review of supplies and AFMIC input. Hopefully,
            we should be able to help the Brits with this.

            4. We should initiate a program similar to              We would
            recommend Ciprofloxacin as the antibiotic of choice. The
            manufacturer has reported that they can produce 1,000,000
            capsule per day if we give the word. It should be packaged and
            issued to each serviceman with enough to treat for 10-20 days.
            This would necessitate 20-40 capsules per person.
