                        MEDICAL BIOLOGICAL WARFARE DEFENSE PLAN

         1.  @ Establish a contingency stockpile of BW vaccines,
         antitoxins, and immune globulins for all the services. Continue to
         produce anthrax and botulinum vaccines. Stockpile other BW
         vaccines as they transition from Milestone III from U.S. Army
         Medical Research and Development Command. Stockpiling of endemic
         disease vaccines must also be considered.

             a. t" Projected service force requirements for the biological
         products are as follows (Note that these numbers are projections
         and may change with subsequent force strength and budget updates):

                  (1) @ Army - Contingency vaccine stockpile for
         soldiers. This approximates the end strength for active and
         reserve forces.                                       5 USC 552(bi(l)
                  (2) @ Air Force - Projected requirement of
         POC is MAJ Robinson, XOOT, (703) 695-7719.

                  (3) @ Navy - Projected requirement still being
         developed. POC is LT Spernow, OP932 (CNO) , (703) 697-8547.
             b.       Assumptions:  5 USC 552(b)(1)

         (SM) are re@               roviaes sm wir..           aose
         vaccination series (0, 2d, and 4th wk) and a booster six months
         after the third vaccination. During war if the anthrax threat
         extends beyond one year, two additional boosters will be provided
         at six month intervals. Industrial base will have been surged by
         that time.

                  (2) t" Four doses of botulinum vaccine per SM are
         required. This provides SM with the full three dose vaccination
         series and a booster 12 months after the third vaccination.

                  (3) @ one dose of botulinum antitoxin should be provided
.S. Force. Although SM may be vaccinated
         against botulinum toxin, SM can still become a BW casualty when
         expose to large doses of toxin at site of dispersal. Botulinum
         vaccine protects against five of the seven strains of botulinum
         toxin. The antitoxin will protect against all seven strains of
         toxin.

                  (4)      Other BW vaccines (e.g., against smallpox,
         tularemia, cholera, plague, specific toxins, Q-Fever, and
