          2. (U) Establish the Joint Medical Biological Warfare Defense
          Committee (,TMBWDC) to make decisions on vaccination of U.S. Forces
          against BW agents. Army membership will include representatives
          from DCSOPS, OTSG, and DCSINT. Other services should have
          representatives from similar functional areas. Executive Agent
          will be Army. objective is to address Medical BW Defense as a
          normal course of readiness and preparation of the force for war.

          3. (U) Immunize the services' designated early deploying forces
          during peacetime against specific Bw agents to maximize readiness
          and deployment posture. Amend the Tri-Service regulation AR
          40-526/NAVMEDCOMINST 6230.3/AFR 161-13/CG COMDTINST M6230.4D,
          Immunizations and Chemoprophylaxis, to reflect this.

          4. @ Decentralize storage of vaccines for security purposes.
             a. 1% Portion of the vaccines and antitoxin will be stored
          with the manufacturer such as Michigan Department of Public Health
          (anthrax and botulinum vaccine), University of Minnesota (botulinum
          antitoxin), Winthrop Laboratory (smallpox), and the Salk Institute
          (tularemia and Venezuelan Equine Encephalitis). Certain number of
          doses will be kept in multi-dose vials at all times for contingency
          use.

 b.      Remaining vaccines and antitoxin will be stored at the
          National Center for Toxicological Research (NCTR) in Jefferson,
          AR. NCTR vaccine storage facility should be operational in
          2QFY92. Effort was started in FY90 by OTSG.

          5. (U) Store vaccines and antitoxins in bulk to maximize
          shelf-life to greater than ten years. Vaccines and antitoxins
          stored in bulk are tested annually for potency. As long as they
          pass the potency tests, they are considered usable by the Food and
          Drug Administration. Once these products are packaged in
          multi-dose vials, they normally have a two to three year
          shelf-life. The shelf-life of these products may be extended but
