acquisition. Another critical determining factor was
whether more than one source placed the same type of
target in the same location. This process was continually
refined as new targets and sources of target data were
acquired.
During the period 23 to 7 Jan, the FSE prepared the
division's independent artillery laid, VII Corps OPLAN
REDSTORM requirements, and brigade level operations. The
division continued to move forward in sector as the Syrian
forces moved east of the Wadi. New division boundaries
were worked out to support the forward defense. On 24
Jan, the targeting effort shifted to the Iraqi 16th IN
DIV, later redesignated as elements of the Iraqi 27th,
28th, and 47th IN Divisions. On P5 January, the
division's HPTL priority changed to (in order) fire
support, C3, ADA, recon/target acquisition, maneuver and
radio/electronic nodes.
On 27 Jan, lst Cav FSE discussed plans for OPLAN
REDSTORM with the CMAIN FSE. Their concept consisted of
an old fashioned rolling barrage of MLRS rockets. This
proposal, deemed wasteful by DIVARTY, was rejected and
replaced with a carefully chosen list of known or
suspected enemy positions.
A new survey datum was put into operation when VII
Corps established the Work Geodetic Survey CWBS) 84 as the
new corps standard. The FSE and DIVARTY recommended that
the division also accept W(39 84 as its new standard. In
replacing the WGS 72 survey, it improved accuracy to 15
meters easting and 5 meters northing. The chance also put
the division and corps on a common survey point, improving
accuracy of potential fire support coming from outside the
division.
Target overlays of the Iraqi 1&th Inf Div area of
operations (AO) were developed and produced by the
targeting cell for OPLAN REDSTORM and the divisions
independent artillery raid. On 30 Jan, the FSE
coordinated divisional boundaries for phases II and III of
OPLAN DESERT STORM. The CMAIN FSE named the Saudi-Iraqi
border as the new corps FSCL, creating a coordination
problem that would carry on throughout the campaign.
Targets nominated for air interdiction by the FSE, G3 Air,
and ALO were beyond this FSCL, and therefore beyond the
division's operational control. Nominations had to be
