            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
            COMPONENT, OPERATIONS, TRAINING, PLANS, MOB PLANS, TIMELINESS.

            4. (U) TITLE: OPERATIONS: NCO ACADEMY MISSION NOT IN ACCORDANCE
            WITH MOSPLANS

            5. (U) OBSERVATION:     The NCO Academy's mission to run ranges
            was not in accordance with Fort Riley Mobilization Plan.

            6. (U) DISCUSSION: The Fort Riley Mobilization Plan did not
            task the NCG Academy to conduct range +iring for the division
            As a result the Academy operated in a "crisis management mode"
            in order to procure the necessary equipment and personnel
            required to run ranges on such short notice.

            7. (U) LESSON LEARNED: The NCO Academy cannot execute this
            mission in a timely and effective manner without prior notice.

            S. (U) RECOMMENDED ACTION: DPTM: Clearly outline the NCO
            Academy's mission during deployment in the Fort Riley
            Mobilization Plan or Deployment Plan.
