           4. (U) TITLE: OPERATIONS: WEAPON QUALIFICATION DURING DESERT
           SHIELD


           5. (U) OBSERVATION: Weapons Qualification during pre-deployment
           range +iring was performed by all personnel rather than by
           unqualified personnel only.

           6. (U) DISCUSSION- During pre-deployment range 4iring most unit
           commanders insisted on conducting qualification +or their entire
           units. Division directives were that only those-personnel who
           had not qualified in the past 90 days would qualify, the rest
           would zero and field +ire.


           7. (U) LESSON LEARNED: Deploying units should be more concerned
           with zeroing and field +ire. In wartime, qualification becomes
           irrelevant. Qualification is also tifne.intensive.


           B. (U) RECOMMENDED ACTION:


              a. Unit Commander: Identify in advance the unit's needs.
           Send only those soldiers that need to zero and field +ire to the
           range.

              b. B-3: En-force published guidance.
