           1. (U) JULLS NUMBER: 30537-71217 (0006e), submitted by RILEY

           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/C)6/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, ADMINISTRATION, PHYSICAL SECURITY, COORDINATION,
           INTEROPERABILITY, PLANNING.

           4. (U) TITLE: OPERATIONS: MP Support For Deployment

           5. (U) OBSERVATION. MP support at the beginning of the
           deployment was inconsistent, which led to security problems for
           sensitive cargo as well as traffic and crowd control at the POM
           site.


           6. (U) DISCUSSION: Since there was no meeting held prior to the
           beginning of the deployment, MP support was not coordinated
           ahead a+ time; and, as a result, it took several days and visits
           to the POM site and the DACG (Rear) operations by the Deputy
           Provost Marshal. The DACS (Rear) OIC requested two MPs 24-hours
           a day to guard all cargo that was being staged at Marshall Army
           Airfield. This request was to last through 15 January; however,
           there.were several days when no MPs showed up; and, when the
           DACG (Rear) personnel called the Provost Marshal, they were told
           that requests +or MP support needed to be on a daily tasking
           basis. Finally, a resolution was made to have the DACG (Rear)
           call the Provost Marshal at least 24 hours in advance if MP
           support was NOT needed. Otherwise, MPs would show up at the
           airfield.


           7. (U) LESSON LEARNED: Coordination must be made with the
           Provost Marshal prior to the formation of the DACG team, in this
4th Engineer Battalion. The Provost Marshal
           must be involved in the planning +ram the beginning so that he
           or she can best plan the MP support that is needed throughout
           the deployment.

           B. (U) RECOMMENDED ACTION,. That future deployment planning
           include the Provost Marshal +or DACG operations support.
