            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/19/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
            COMPONENT, C2 (COMMAND AND CONTROL), REPORTING, TIMELINESS,
            INTEROPERABILITY, PLANNING.

            4. (U) TITLE: OPERATIONS: Unit Status Reports-RC Units

            S. (U) OBSERVATION: Some RC/NG units were not aware of the
            requirement to prepare and submit a USR within 72 hours of
            arrival at Mobstation.


            6. (U) DISCUSSION: Some RC units arrived without a copy of
            their last semi-annual USR to update or without personnel
            immediately available who could creat a new USR from scratch.

            7. (U) LESSON LEARNED: RC/NG unit personnel may require
            additional guidtnce and education in compiling USRS.

            S. (U) RECOMMENDED ACTION: SOPs and deployment plans/packets
            must re-emphasize the need to have personnel -Familiar with AR
            220-1 (Unit Status Reporting) available when they arrive at the
            Mobstation.
