           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/20/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), GUARD
           COMPONENT, RESERVE COMPONENT, TRAINING, EQUIPMENT, AUTHORITY,
           COORDINATION, SURVIVABILITY.

           4. @U) TITLE: Operations: Training-. NBC Task Validation of CS
           Chamber Exercise


           5. (U) OBSERVATION-. Ist ID (M) had little means in place to
           guarantee each soldier was proficient in basic NBC survival..

           6. (U) DISCUSSION, (a) FORSCOM messages required every
           soldier to demonstrate proficiency in named basic NBC survival
           skills (CTT) and that each soldier deploy in a correctly fitted
           mask.
             (b) Ist ID (M) interpreted this literally, but left CTT
           training and its certification for completion (validation) to
           the unit. Units were to schedule their own visits to the CS
           chamber. Units then reported completion to the NBC Division.
             (c) Fort Riley Post Chemical instituted Train-the-Ti-ainer
           concept for federalized units and personally supervised
           validation (individual demostration of proficiency) followed by
           a visit to the CS chamber.
             (d) The Ist ID (M) left responsibility for validation with
           the units. It may not have been completed in some cases. The
           Fort Riley Post Chemical method of RC units was thorough but
           time and manpower intensive. Participating RC units declared a
           great benefit.

           7. (U) LESSON LEARNED: Unit validation procedures for NBC CTT
e clarification.

           S. (U) RECOMMENDED ACTION: It is a division commander's call
           which method is to be used. Perhaps to have MSCs conduct
           train-the-trainer for chemical o++icers/NCOs and then inspect
           scheduled validation as a middle of the road solution.
