            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

            4. (U) TITLE: OPERATIONS: INSTALLATION ANALYSIS AND CONSULTANT
            SERVICES

            5. (U) OBSERVATION: On 22 Oct 90, The Management Analysis
            Division, DRM, was tasked to assist Supply/Services Division,
            DOL, in developing detailed procedures +or the transition of
            logistic support responsibility from DISCOM to Supply/Services
            Division (S/S Div).


            6. (U) DISCUSSION: Assistance was required to develop detailed
            guidance +or Appendix 14 to Annex N, OPLAN LEXICON DANGER, to
            cover the procedures for transition of maps, Class II, Packaged
            procedures and time frame to cover the 30 day period (bubble)
            between the Alert Date and Rail Load Date. Detailed procedures
            and time frames/dates were developed through discussions with
            representatives from DMMC and S/S Div, and presented to S/S Div
            on 25 Oct 90.

            7. (U) LESSON LEARNED: The installation Management Analysis
            Division in the DRM can provide consultant services to analyze
            necessary actions and make recommendations to best accomplish
            those actions. The recommendations included procedures for
            holding and accountability of property, transfer of supply items
            and facilities, dates -For submitting TAC Address Cards,
           .relocation and disposition of supply/property excesses, and
            conducting inventories.
