           4. (U) TITLE: Operations: Individual Training Branch: Manning

           5. (u) OBSERVATION: Unable to man the Individual Training
           Branch.


           6. (u) DISCUSSION: All civilian personnel in th ITS were pulled
           out to man the Garrison Operations Center. This created severa'
           problems: First no one was left behind to be in charge, and
           secondly, a shortage of personnel was left to cancel schools and
           recall soldiers who were TDY for training purposes.

           7. (u) LESSON LEARNED: To keep continuity of the operation,
           some civilian staff must be left -For the ITB to function.

           S. (u) RECOMMENDED ACTION: Do not allow all the civilians to be
           pulled out at the beginning. Man the Garrison Operations Center
           with other personnel until the workload within ITB is
           manageable.
