          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

          3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE

          4. (U) TITLE: Operations-. Skill Qualification Test Section:
          Manning and Schedules

          5. (Li) OBSERVATION: SOT Section was under manned and had to
          reduce schedule of testing.

          6. (u) DISCUSSION: Two of the three soldiers assigned to the
          SOT Section were deployed. When they left, a second soldier had
          to be pulled from Troop Schools to work in the office. With the
          shortage of personnel, the test dates schedule was reduced from
          three times a week to one day a week.

          7. (Lk) LESSON LEARNED: The SOT Section cannot funciton properly
          without proper staffing.

          B. (Li) RECOMMENDED ACTION:. That a staff be maintained of either
          two civilians or two non-deployable soldiers so that the SOT
          Section can carry on its mission.
