            4. (U) TITLE: Operations: Use of IMA as LNO Between Mobilized RC
            Units and Mob Cell


            5. (U) OBSERVATION: When mobilized RC units arrive at Ft
            Riley, unit leaders need assistance in learning installation
            operating procedures and obtaining required support.
            6. (U) DISCUS@ION. Mobilized RC units can arrive at the MOBSTA
            with key personnel who never have been to Ft Riley, dealt with
            installation activities or coordinated with divisional and
            tenant units. Unit commanders can be overwhelmed just trying to
            deal with "The System" while preparing to deploy.

            7. (U) LESSON LEARNED: An IMA officer assigned to DPTM Mob
            Plans and serving as LNO between mobilized units and Mob Cell
            members can identify road blocks and problems before they become
            major issues.

            B. (U) RECOMMENDED ACTION: Continue to have an IMA officer
            assigned to Mob Plans to serve as a liaison officer between
            mobilized RC units and installation activities (thru Mob Cell
            representatives).
