2. Equipment Issues. 7 EN BDE still needs additional 916
tractor assets to haul heavy equipment. German equipment issue only
replaces 5 of 23 short. RPV Airfield. lesson learned from this operation
is that the RPV is a resource eater. It needs its own runway material or
a different rode of laurich/recovery. Airfield matting, that mist be moved
every 2-3 days is just rxyt the answer. Explosive sniffing dogs, this
option for detecting explosives should be explored for use in urban
areas. current mine detecting devices are ineffective and inefficient on
modern plastic mines. Replacement platoons arriving without equipment
(MI13s, 5 Tons, crew-served weapons). Need theater reserve for low
density engineer equipment, (dozers, scrapers, etc) suggp-st factor from
doctrinal publications (FMs) and buy or lease ccoup-rcial replacements for
combat losses. Dust Palliative TtL@ still needs method of spreading
palliative. Need to maintain MSRs is critical now as before. As
hostilities end, can envision use of contract vehicles and drivers. Need
to reopen the pipeline. Repeat. We are not getting any crude oil.
Request that the engineer equipment given FNC Forces be replaced by
theater assets.

F) PROPOSED OPERATIONS:
1. Engineers assigned to 2ACR, LAD and 3AD are supporting
unit mobility and providing division supply routes. Divisions responsible
for denial in sector. BDE has Corps rear (EWL is ISPA Road and 1 (UK) AD
Rear Boundary). BDE will construct two additional MSR from ISPA Road
forward to divisions.
2. Engineers will be prepared to support the defense and
restoration of Kuwait and redeployment of forces. see a continued need
for groups and combat heavies for a period of time to do some specific
tasks. E@oWles include: repair and maintenance of Ali Alsalem Airfield,
support to units in Kuwaiti Defense, maintenance of MSRs as we redeploy
XVIII AEN Corps and remove friendly and enemy equipment in Iraq, and
construction to support living areas/trainuxg areas in vii corps staging
Areas. Exact tasks, duration of need for groups and heavy units will be
identified through a detailed planning process.
3. Corps Engineer should not be tasked to do any large
equipment intensive tasks. Focus should be on maintenance of equipment
for turn-in or redeployment. Most tasks around living area or former unit
location should be done by contract or each unit. 7 EN BDE units carried
the brunt of establishing the Corps in sector. 'Ihey, as well as division
units, cannot be expected to provide the same level of effort during
redeployment.
