              Commanders.

                          (a) (U) Effect immediate coordination with the
              appropriate responsible commands above in order for those
              commands to determine their requirements to provide support.
                          (b) (U) Appoint a civilian personnel program
              officer to serve as the command's POC to the theater civilian
              personnel management program.
                  b(L4" Specific Guidance.

                      (1) (U) Reporting Procedures. See Appendix 9.
              Personnel reports and reporting channels fall into two distinct
              categories. Unit co=ander-Sl-Gl-DCSPER channels/reports are
              designed to provide commanders at each level with that
              information required to perform tactical operations and decision
              making. ARCENT DCSPER has proponency for theater command
              channel reporting. Unit clerk-PAC-PSC-PER GRP-PERSCOM channels/
              reports are designed to provide personnel units at each level
              with that information required to manage and sustain the force.
              ARCENT PERSCOM (Prov) has proponency for technical channel
              reporting. while duplication of certain required data is
              inevitable, substitution of responsibility for reports or
              reporting channels is to be avoided. Reconciliation of the
              information provided through the two reporting channels will
              occur at the Division, Corps, SUPCOM, and Theater Army levels.
                      (2AL4" Replacement Operations.

                          (a) (U) Individual/squad/team/crew replacement
              system will be as determined by Commander, US Total Army
              Personnel Command (USTAPERSCOM).

                          (b) (U) Unit replacement system will be as
              determined by COMUSARCENT, DCSOPS.
                          (c)(LL)i" GS replacement operations in support of
              Corps will be established at personnel aerial ports of
              debarkation (APOD) upon arrival of sufficient replacement units
              by Commander, ARCENT PERSCOM. Commander, ARCENT PERSCOM (Prov),
              will perform DS replacement operations for EAC units.
                          (d) (4 Commanders, XVIII and XVII Corps will
              establish independent casualty estimates and replacement
              requirements and forward same to ARCENT PERSCOM (Prov) NLT C
              +140. Perform all DS replacement operations for Corps and
              coordinate GS requirements with Commander, ARCENT PERSCOM
              (Prov).
