(10) (U) Enemy Prisoners of War (EPW), Civilian
Internees (CI) and other Detained Persons. Theater doctrine
designates ARCENT PMO as proponent for EPW operations - See
Annex U.
(11) (U) Processing Formerly Captured, Missing, or
Detained U.S. Military Personnel. Appendix 4, TAB C to Annex E,
OPORD 002 applies.
(12) (U) Morale, Welfare, and Recreation (MWR). A RCENT
DCSPER will determine theater policy for MWR. ARCENT PERSCOM
(Prov) is designated the theater level operator for ARCENT MWR
operations during DESERT SHIELD. ARCENT PERSCOM acts as
executive agent for R&R centers for all USCENTCOM Forces.
Appendix 5.
(13) (U) Casualty Reporting. ARCENT PERSCOM is the
Casualty Area Command vice XVIII ABN Corps, otherwise Tab A to
Appendix 4 to Annex E to OPORD 002 applies.
(14) (U) Decorations and Awards. Tab B, Appendix 4 to
Annex E to OPORD 002 applies.
(15) (U) Hostile Fire Pay. Not currently authorized
for USARCENT personnel. Should hostilities occur, hostile fire
pay will be authorized as prescribed by CINCCENT.
(16) (U) Emergency Travel Procedures. As prescribed by
Vol I, JTR and AR 630-5. ARCENT Comptroller will be placed on
the distribution list and faxed a copy for all emergency leave
travel orders. This action is retroactive from deployment.
(17)(U-6 Military Law, Discipline, and Order. IAW
USCENTCOM GO-1, 30 August 1990, Operation DESERT SHIELD places
US soldiers into SAUDI ARABIA where Islamic law and local
customs staunchly prohibit certain actions and activities,
infractions of which are now punishable under the Uniform Code
of Military Justice. The following are expressly prohibited for
all personnel in US Army Forces Central Command and its
assigned, attached or OPCON units in SAUDI ARAB IA:
