         APPENDIX 1 (HEALTH SERVICES) to ANNEX D (Operations) to 3D MEDCOM
         FSOP

             d. Medical care for us military personnel in allied or
         civilian facilities will be restricted to emergencies.

             e. Prisoners of War: Will be evacuated through normal
         medical channels and guarded by MP's.

             f. Establishment of Medical Facilities:

                 (1) The ARCENT Surgeon will monitor operational bed
         requirements and relocation of medical facilities.

                 (2) The MEDCOM Commander locates medical facilities to
         support the EAC and notifies EAC by priority message
         (radio/telephone/or teletype) when hospitals become operational
         or close. Messages will include unit identification, location
         (grid coordinates), and time of opening or closing.

                 (3) Division Surgeons should notify the Corps Surgeon
         and the supporting Medical Group by message (radio/telephone or
         teletype) when division clearing stations become operational or
         close. Messages will include unit identification, location (grid
         coordinates), and time of opening or closing.

         4.  EVACUATION:

             a. Primary: Army air and ground medical ambulances will be
         the primary means of evacuation within the Corps.

             b. Secondary: Non medical aircraft and vehicles (including
         Air Force property), properly manned, may be used in emergencies
         with the concurrence of the concerned Commander.

             c. Evacuation units function in direct support and
         evacuation on call.


         5. PREVENTIVE MEDICINE:

             a. The medical treatment facility which provides unit
         medical service (sick call) for a unit will be responsible to
         provide assistance in preventive medicine activities of that unit
         as follows:

                 (1)  Control of communicable diseases.

                 (2)  Supervision of water supplies.

                 (3)  Supervision of waste disposal.

                 (4)  Supervision of mess sanitation.
