      4.(U) Title: Use of NBC Personnel

      5.(U) Observation: Problems were encountered due to the
      inexperience of many of the NBC personnel at all levels.
      6. Discussion: During the initial phases of Operation Desert
      Shield, many of the 74As and 54Bs in the brigade displayed
      significant handicaps due to their lack of proficiency in basic
      NBC skills. Prior to deployment, many of these personnel were
      being used to satisfy extra duty requirements within the units in
      lieu of working their primary occupational skill.

      7. Lesson Learned: If soldiers are not allowed to practice their
      skills during peace time,they cannot be expected to perform to
      standards when required in time of war.

      S. Recommended Action: Unit commanders re-evaluate the numbers of
      extra duty requirements placed on NBC personnel. Primary focus
      should be on NBC preparedness.
