2. (U) Operation Desert Shield 90, Aug 90.
3. (U) Keywords: BDE S2, Deployment Phase.
4. (U) Title: Transport of Classified Material during Deployment.
5. (U) Observation: Classified material was not transported IAW
380-5 and the BDE Intell SOP.
6. (U) Discussion:
a. (U) Classified material need for initial operation Desert
Shield 90 was hastily transported from Ft. Bliss to the Area of
Operation. The extremely short notification of deployment was the
main contributor to this situation. Despite the hasty transport
of classified, no insecurities were noted.
b. (U) The transport of classified was not properly
inventoried in the proper forms and personnel carrying classified
material did not sign the required briefing outlining the
procedures and safeguard reminders.
C. (U) Staff elements did not inventory and code their
respective files for evacuation and destruction/stay behind files.
The lack of this action added to the chaos of the short
notification for deployment.
7. (U) Lesson Learned. Regardless of time constraints, the
safeguard of classified can not be an unnecessary risk.
Procedures are established in regulations and SOPs and must be
followed.
8. (U) Recommended Actions:
a. (U) Staff elements/sections prepare an evacuation plan of
their classified material. Exercise Roving Sands and Bde level
FTX'S.
b. (U) Staff sections should have a listing of all their
classified material i.e. similar to a library reference list.
C. (U) Follow the procedures on transport of classified
material in AR 380-5 and the BDE Intel SOP.
