        SUBJECT: Dental Corps Branch Newsletter, 3rd Quarter PY 91

             certificates (Resident/Nonresident) for courses/programs of
        study by schools and colleges rot listed in AR 351-11 appendices
        BIC and DI or DA Paz 351-41 appendices A or B. in addition, these
        documents will not be filed if an academic report is issued.
             College transcripts/pbotographs: These documents are no
        longer authorized for file in the OMPF. The DA Po=,1059-1
        (Civilian Institution Academic Evaluation Report) will be the only
        document placed in the OMPF to reflect civilian Education Level
        (CEL) changes. The only exception to this is for JAGL Chaplain,
        and AREDD personnel only. Transcripts and /or diplomas will only
        be maintained by management divisions in the Career Management,
        Individual File. Official photographs are to longer filed in the
        OMPF. Photographs are filed in the CHIP and seen by selection
        boards in hard copy.

        SELECTION BOARD MEMBERS PROVIDE VALUABLE FEEDBACK. The Kajor,. Army
        Medical Department (AMEDD) Promotion Selection Board was held 4-12
        December 1990. This board evaluated officers of the following
        branches: Medical Service Corps, Army Nurse Corps, Army Medical
        Specialist Corps and Veterinary Corps. Each branch was represented
        by having one member on the board with the exception of medical
        Service Corps who had two (PA 67 and 68). The rest of the members
        on the board were other than AMEDD officers. Although Dental Corps
        Branch officers were not evaluated by this board the following
        general observations may be of value to our Corps:

             Senior rater narratives and some rater block checks continue
        to be inconsistent. Example: narratives were outstanding but the
        block check put the officer in or below the senior rater's center
        of mass.
             Senior raters continue to emphasize performance rather that
        potential. Discussing perfo=anoe is the rater'x responsibility.
        Senior raters must focus on potential.
             MEDD officers should have someone review their photos prior
        to sending them to their branch or to a promotion board. Many
        photos do not show the officers IAW the uniform regulation.
             Officers must be aware of the importance of updating and
        correcting their ORB. This is the most important document in the
        file other that the microfiche.
             Letters to the president can be useful only if they add
        information that is not in the record. Otherwise they tend to
        detract from officer's file and often call attention to problems
        that may have otherwise gone unnoticed.
             A seemingly high number of officers had referred reports due
        to failure to meet APFT and weight standards.
