                     (3)    Emphasize the primacy of the EOD technician
    regarding safety matters and the pace of the clean-up.
    
                     (4)    Require adequate cushioning for transporting
    munitions to the disposal site, consistent with the sensitivity
    of the munitions.
    
                     (5)    Allow ample break time and rest for the EOD
    technicians.
    
          e.    Provide the 146th Ordnance Detachment (EOD) with six
    hand held microfiche readers and one reader/printer to facilitate
    better on-site reference to technical manuals.
    
          f.    Augment the 146th Ordnance Detachment (EOD) with at
    least ten more EOD qualified technicians, vehicles, and
    administrative support to complete the Doha clearance operation.
    
          g.    Consider, as an alternative, contracting the Doha
    unexploded ordnance clearance operation because of the magnitude
    and'duration of the effort.
    
         h. Appoint an EOD officer at theater level for staff
    proponency of EOD matters.
    
          I*    Continue to use an M113 to tow ordnance to the nearby
    disposal pit, requiring drivers and track commanders to stay
    inside their vehicle or move to a safe distance, along with all
    others in the area, during unloading operations. Consider moving
    tank track speed bumps at the exit gate as required.
    
          j.    Ensure qualified graves registration personnel recover
    remains in the future, absent exigent circumstances.
    
          k.    increase the role of the 22d SUPCOM Safety office in EOD
    operations and use the office to follow up an safety related.
