	Reference the secret letter of the Administration Directorate 
number 93 of 8 April 1990, which was communicated by the secret 
letter of the 4th Corps number 4574 of 25 April 1990, which was 
communicated to us by letter of the 18th Division Command number 
2179 of 2 May 1990.

	While the Directorate of Military Mail was checking the daily 
mail delivery, the following cases were observed which constituted 
a deviation from the normal practice for incoming mail from 
corpses and units:

	1. 	Mail was delivered in an envelop split into two sections 
and stamped by one stamp.  There were a number of 
enveloped which carried the words "Confidential and 
Personal," but which made it possible to open, read the 
content, return it back into the envelopes then reseal.

	2. 	Some mail was contained in small size paper envelopes, 
such as those used by stores.

	3. 	Mail was delivered closed inside ruled paper shaped like 
envelopes using the compressor and carrying various 
degrees of security marks.

	4. 	Mail was delivered wrapped in transparent paper that you 
could see through and read the content.

	5. 	In light of the above please observe the following:

		a. 	For the split envelopes, you can close and stamp 
them after applying a glued tape to them.

		b. 	For the paper bag, you can close them by means of 
the tape and by stamping the bag and the tape.

		c. 	For the rules paper, you cannot use it to deliver 
mail and ensure that it is going to be delivered.

		Please take the necessary action in compliance with the 
same.

	Reference your top secret letter number 7421 of 27 July 1989.

1.	The phenomenon of runners away from unit prisoners still 
continues notwithstanding the appropriate measures taken in 
light of what came in your letter.

2. 	The issues have been studied by a committee set up by our 
directorate.  The committee has proposed the following to 
solve this problem of running away from prison:

	a. 	Taking a second look at the strength of military control 
in corpses and divisions.

	b. 	The soldier convicted by a military court will be 
detailed in the formation prison, not in the unit 
prison.

	c. 	Designing a model for prison facilities at all levels, 
corps, division, formation) and correction camps while 
providing proper sanitation conditions and ensuring that 
prison buildings are in accordance with the model.

	d. 	The Legal Directorate will be responsible for following 
up on matters related to prisons and prisoners at all 
levels.

	e. 	The Commander for the Administrative Region in the 
formation will be responsible for following up on 
prisoners in the division and for organizing prisoners' 
departures from the prison and maintaining the prison 
keys.

	f. 	The schedule of visits should be organized by the 
physicians who will also monitor the prison's sanitation 
conditions and cleanliness.

	g. 	No illness case be registered without the approval of 
the physician, and the prisoner will only be sent away 
under strict security [illegible].

	h. 	A file will be set up for each convicted including a 
report about the case, his conduct in prison, and so on.

	i. 	Security representatives in the corps and division 
commands will ensure that [illegible] instructions to 
the prisoners in coordination with the Legal 
Directorate.

	j. 	The prison guards commander and the guard elements 
should be among those who are reliable and who  are 
known for their good character.  The security officer 
should make a check on their background.

	k. 	The unit commander and the security officer are 
responsible for selecting the commissioned person who 
will accompany the prisons to the military destination, 
and they bear the same responsibility should the 
prisoner run away.

Military Magazine by officers ranging in rank form 1st Lt. to

from 1500-2000 words, using the topics listed in the attached 
Appendix A and Appendix B, the exception being officers of 
training activities.

2. 	The research will be evaluated in the annual confidential 
report.

3. 	Results of the evaluation will be considered when nominating 
officers for external and internal training seminars.

4.	The officer who fails to write the research paper will be 
held accountable and this will be marked in the annual salary 
increase form and in promotion.

5. 	a. 	The Command of Military Engineering will set up a 
committee for evaluating research papers and forward the 
best papers to the directorate to the tune of one 
research paper or more depending on the topic's

	b. 	The Corps' Command of Military Engineering will furnish 
the Directorate of Military Engineering with a list of 
names of officers who have submitted research papers, as 
well as a list of those who have failed to submit 
research papers , the reasons for that failure, and what 
action is going to be taken concerning them.

6.	An award will be given to the first winner in each rank by 
the Directorate of Combat Development, as follows:
	a.	First winner (100 dinars)
	b.	Second winner (75 dinars)
	c.	Third winner (50 dinars)

	Duties of the Unit's Guard Officer

1.	A guard officer will be appointed daily in the unit for guard 
duty and his name will be published in the First Section 
Orders on the eve of his guard duty.  The guard period begins 
from the wake-up signal on the day on which he is assigned to 
the wake-up signal of the following day.

	Duties

2.	The duties of the unit's guard officer are as follows:

	a. 	He should inspect all security personnel and guards once 
during the day and once during the night.  His night 
inspection is done at the time designated by the weekly 
chief guard.  He has the authority to inspect the guard 
points several times depending on the circumstances to 
make sure that the guards and security personnel perform 
their duties.

	b. 	He receives the papers as soon as they arrive at the 
barracks and makes sure that they are in good shape, 
proper and in accordance with the stipulations.  He 
notes the attendance of the administrative officer, the 
physician and the chief of the sustenance committee.

	c. 	He inspects the kitchens, the sanitary utilities, the 
hospital, the stables, the water drainage, the 
incendiaries and the barracks in general.  He informs 
the assistant of what should be taken care of if it is 
not proper from the sanitation standpoint.

	d. 	He inspects the prisoners in their rooms and the 
suspended soldiers. He asks them if they have any 
complaint to be submitted to the superiors, and he notes 
that in the guard report so that action may be taken 
concerning those complaints.

	e. 	In the event of fire or any other peril, he notifies the 
assistant and chief guard immediately and he takes 
whatever is necessary to control it according to the 
fire instructions displayed on board in the unit.

	f. 	He makes sure that fire-combat tools and equipment are 
complete and good for use and that all cans and 
containers are filled with sand or water.

	g. 	He inspects the soldiers' sleep areas after the horn is 
sounded to make sure that all are in place.	

	h. 	During his inspection tour he is accompanied by the 
following:

		1.	During the day he is accompanied by a control 
soldier and by a guard sergeant according to the 
guard schedule.

		2.	During the night he is accompanied by the guard 
sergeant.

	i.	He should wear his military uniform all the time during 
his guard period and he should not leave the barrack for 
any reason.

	j.	He makes sure that the lights are turned off and he 
receives a report from the unit's guard sergeant that 
every thing is fine and okay.  He should maintain the 
keys to the racks and weapons.

	k.	He submits a report on the following day written by the 
assistant to the unit's commander in which he states 
that he discharged of all duties listed above. 

3. The guard officer should maintain the census papers for at 
least 24 hours.

	The President and Commander General of the Armed Forces (may

and leaders for courage on 8 April 1990, issued the following 
orders with respect to the military wear:

	Do you know that the Army is like nations and peoples.  To 
the extent that our traditions are deep rooted and established, 
this will form one of the main pillars of the army and the armed 
forces.  Among those traditions are what you wear and how to 
conduct yourself.  I have noticed that a number of officers, 
whether here or in other places, take liberty with military 
insignia by adding certain lines or certain colors to them.  Some 
of them go as far as [illegible].  This can happen in some 
primitive armies, but in an army like yours and in the armed 
forces and in this country which prides itself on its great 
traditions, it is assumed that such things will not happen.  
Therefore, I would like you to relay this remark to your brethren 
in the units and formations and tell them that appearance 
sometimes becomes a vital part of the essence.  As for the 
soldier, a lot that is related to appearance is an integral part 
of the essential structure and military character. 
				
	Please read and take the necessary measures in this regard, 
act accordingly and ensure a follow-up action by the leaders and 
commanders personally.

	Following are the minutes of the conference held by the 
Commander, Field Engineer Battalion/18 on 29 May 1990.

	At the beginning of the conference the commander welcomes the 
attendees and stressed the need to comply with the established 
orders in the battalion and to abide by the issues raised at the 
conference, the purpose of which is to make sure that the 
procedures are established and that every one is aware of his 
responsibilities and duties in executing the orders and duties.
He stressed the following points:

1. 	The morning display of tools must be held on time and 
inspection be done by the company's commander and the group's 
commander to make sure that the morning display is on.

2. 	Officers should be prevented from hanging around in the 
battalion's headquarters.

3. 	Special attention should be paid to the cleanliness of the 
halls of file and rank and that all tents and halls be 
maintained.

4. 	The company's commander should keep a close eye on his group 
in all matters.

5. 	No commissioned officers should be sent out as 
representatives without the battalion's knowledge.

6. 	The company's commander should follow up on duties assigned 
the officers, and he should properly direct and guide and 
assign tasks to them within the battalion.

7. 	Using the powers of commanders in imposing punishment but 
those should not be exceeded.

8. 	Emphasizing protection, especially that of the Park Company, 
and making sure that the guard officers discharge of their 
duties and that they complete their inspection report in 
timely fashion.  A vehicle should be set aside from the same 
company to which the guard officer is assigned to get the 
pass word for the night.

9. 	Dispatching commissioned representatives to pick up the 
orders of the Second Section for previous years.

10.	The discharged should not be paid for extended period.

11. 	A food vehicle should be assigned by each company every 10 
days.

12. 	The quantity and type of food should be checked by the 
company's commander.

13. 	Assignments during Leave for file and rank should be 
coordinated according to the branches and these assignments 
should be fixed.

	Reference the letter of the Bakr University for Higher 
Military Studies number 483 of 16 May 1990, which was communicated 
by letter of the 4th Corps Command number ted/4/1440 of 25 May 
1990, which in turn was communicated to us by letter of the 18th 
Division Command number 297317 of 3 June 1990.

	The university will publish the 6th issue of its Defense 
Magazine which deals with issues of national defense and national 
security, as well as commercial, social, historic and 
technological issues.  The university therefore would like the 
personnel assigned to your companies to contribute articles to 
this issue in one of the topics listed above in view of their 
competence and expertise in their specialties.  Their contribution 
will strengthen the growing scientific movement in our dear 
country under President and Commander Saddam Hussein (may God 
preserve his life).

	Please disseminate this information among your personnel and 
emphasize that deadline for research papers is 20 June 1990.

Publishing Terms 

1.  The research paper submitted for publication in the magazine 
must meet the following conditions:
	a.  	It should be outstanding in its scientific value for 
publication and it should be original and characterized 
by innovation.
	b.  	It should aim at developing the scientific concept or 
analyzing or raising the Iraqi or Arab status quo.
	c.  	It should be in consonance with the magazine's 
scientific orientation.
	d.  	It should be in tune with the thinking of the Arab 
Socialist Baathist Party and with the Philosophy of the 
Revolution.
	e.  	It should follow the scientific method and it should be 
objective.
	f.  	It should feature an introduction and inferences and 
conclusions, and the conclusions should preferably be 
supported by constructive recommendations if possible.
	g. 	It should be free of typo errors.
	h.  	It should be documented by sufficient scientific 
references, each in his field of specialization, and 
these should be listed as footnotes and should be 
organized and in accord with the recommendations of our 
universities for scientific research.

2.  As for format, the research paper should meet the following 
conditions:
	a.  	It should be typed on one side of the sheet only and it 
should be in three copies.  Distance between the lines 
should be 1 cm and each page should have enough margins 
around it.
	b.  	The number of pages should not exceed 9 pages and each 
page should contain an average of 11 lines.  Total 
number of words should not exceed 7500 words.
	c.  	The triple name of the researcher with his military 
rank, scientific title, or his administrative position 
in the state of socialist sector will be affixed on the 
paper.
	d.  	Charts and diagrams and mathematical equations, if used, 
will be on special paper and integrated according to the 
order and flow of the research.  Pointed black pen will 
be used.
	e.  	Appendices, if available, will be separated from the 
research, and their pages will be numbered after 
entering the references.

3.  The relations between the researcher and the magazine's 
editorial staff will be determined as follows:
	a.  	Research papers that are returned to their authors 
because they are not suitable for publication in the 
magazine may be published elsewhere.
	b.  	The research paper must be original and has not been 
published before in or outside Iraq.
	c.  	All research papers will be subject to the confidential 
evaluation system and may be arbitrated if there are 
differences of opinion.  This will be done by top-notch 
specialists who are outstanding in their fields of 
expertise and are known for their honest and unbiased 
opinion.
	d.  	The research papers will only express the opinions of 
their authors and not the opinion of the organization or 
the Ministry of Defense.
	e. 	The researcher will be furnished with 50 copies of his 
research and with (  ) copies of the magazine.
