Subject: Application of Evaluation Procedures
Reference the restricted letter of the 4th Corps number 1418
of 19 May 1990, which was communicated to us by letter of the 18
Infantry Division Command number 2602 of May 28 1990.
Through the work of the committee which were set up by the
Corps concerning the application of the checking and evaluation
procedures in the 1st Motorized Division, many negative aspects
surfaced relative to the training and administration of the
division's units.
The commander has ordered that these negative aspects should
be avoided, and this will be checked through visits to be made by
the commander himself and the staff officers in the division's
headquarters.
The order was made during the evening meeting. Please advise
us.

The Administrative Aspect:
Negative Aspects
1. The Administrative Officer and Salaries
a. The rotation lists were not be entered in the division's
records as a new asset for some units.
b. No record was set up for control numbers or for numbers of
fine tables in some units.
c. No acquisition record was set up for orders of the Second
Section in most units.
d. The daily count was not used in some units for a number of
officers in charge of salaries in units.
e. Record 91 wa not maintained, because the ranks did not sign
to attest to their receipt of supply items along with
the signature of the person in charge of delivery
[illegible] and the difficultly of standardizing
regulations governing transport and incoming and
outgoing items.
f. The numbering system of units' documents was not applied.
g. The food record (350A) was not maintained. Incoming items
were not entered on a daily basis.
h. The credit bank record is not set up so that there is a page
for each loan receiver rather than having one page
listing all loan receivers.
i. The rotation and taking over should be completed between the
preceding and succeeding administrative officers.
j. All officers and file and rank should sign the salaries
distribution record.
k. The settlement [illegible] should not be endorsed by the
formation only but by the auditor also.
l. The food supply inventory committee did not inventory the
depot and did not publish the results of the inventory in the
Orders of the Second Section [illegible].
m. The [illegible] record was not maintained for [illegible] and
there were many instances of erasing and crossing out of
data in some units.

o. Erasing and crossing out are not allowed in the custody

p. Delay in sending the Orders of the Second Section to some
units.
q. The depot of consumable items should be separated from the
other depots.

The General negative aspects which surfaced while checking the
training activities of the Motorized Division units.
1. Overall Training:
a. Obvious inefficiency in applying the established work
procedures and the procedure for preparing the unit for
movement as well as in the operation of headquarters.
b. Inefficiency in the formation and tasks of echelons and
groups.
c. Weakness in the competency level of the company commander,
platoon commander, group commander, section commander. This
varied from one unit to another.
d. Inefficiency in the work and duties of the intelligence
officer.
e. Failure of assistants to perform their duties in controlling
and overseeing the units from the concentration areas to the
front assembly areas during [illegible].
f. Failure to prepare the instantaneous movement boxes and
agreed upon signals to warn the unit.
g. Failure to use the accidents record properly.
2. Individual Training
a. General weakness in the level of individual training.
b. Unit personnel are new elements who require concentrated
individual training, especially technical training for
armored troops.
c. The training plan for units is a replica of the brigade plan.
NO adaptation or tailoring has been made.
d. There is no stress on military culture, especially for new
officers.
e. Failure to consolidate most training activities.
f. Failure of most unit commanders to stay long enough in their
positions.
3. Firing
a. Firing forms are not organized , nor are the firing results
for previous years.
b. Weakness in firing the machine-gun Kritov.
c. Failure to check the initial check records and estimate the
distance.
d. No emphasis is made on firing the gun by the file and rank of
the Armored Branch.
e. Failure to perform checks and sighting and calibration of all
weapons properly in all tank battalions.

6. Sanitation and the Kitchen
a. The hair barbershop must be taken care of on a continuous
basis.
b. Air suction devices were not installed in the kitchens.
c. The water reservoirs must be cleaned weekly to eliminate
deposits.
d. Sterilizers and hair-cut instruments were not available.
e. Air conditioning was not available.
f. Cut bandages were not available.
g. A ladder should be placed at the door and window of the meat
cutting room. It is not available in most unit kitchens.
h. Some beds need repair.
i. Some unit first aid stations are inadequate and they are not
operated according to established procedures.
j. Some kitchens in the units need maintenance and flooring.

2. The Tailor
a. The non-availability of thread and tailor's buttons in some
units.
b. Most units do not have a tailor.
3. Housing
a. Non-availability of iron safes for file and rank.
b. The halls are small in proportion to the number of file and
rank.
c. There should be fire extinguisher for a section of unit
hangers.
d. Most hangers are crowded and fail to meet the conditions for
proper storage and air vents. Most hangers do not contain a
list of contents.
4. Legal Matters
a. The record of control crimes in some units is not completed
regularly and is sometimes neglected.
b. There is no special record for suspended personnel in some
units.
c. The unit prisons do not have suspension notes about the
suspended personnel.
d. Absent file and rank have been penalized for more than three
days by a number of commanders who do not have the powers to
impose this type of penalty which is within the jurisdiction
of military courts.
e. No files have been set up for convicted file and rank in the
prisons of some units.
f. The prisons should be cleaned more often, and their
sanitation utilities and bath houses are inadequate. No
schedules have been organized for prisoner's visits.
g. The sanitation utilities should be outside the prison cells.
5. The Store
a. A number of unit stores do not have official records.
b. There are not lists of prices in some unit stores, and those
that are available are not maintained.
c. Cleanliness is non-existent in stores.
d. There are no sanitation books for workers in the stores.
e. Personnel in charge of the stores were not around during the
inspection in some units.
f. There are not benches for rest in the stores and those that
exist are broken and inadequate.
g. The store committee are not knowledgeable of their duties in
most units.

4. Chemical Training
a. Errors in the chemical training manual, especially manual
number 721.
b. Failure to main and standardize the records of chemical
pilots.
c. Shortage in an failure to maintain illustration tools and
devices.
d. Failure to maintain chemical training fields.
e. Delay in relaying the chemical warning signal.
5. Sanitation Training
Weakness in the level of training in first aid.
6. Engineering Training
a. Non-existence of training supplies and illustration devices.
b. Non-existence of an engineering training field in the tank
battalions.
7. Physical Training
1. Non-existence of specialized instructors.
2. Non-existence of physical training required items and sports
equipment.

Reference the letter of the Directorate of Administrative
Branch number 4427 of 22 May 1990, which was communicated to us by
letter of the 18th Division Command number 2811 of 28 May 1990.
1. We are enclosing a table of research papers selected for the
administrative officers of all ranks and specialties, and we
note the following:
a. One of the proposed topics for each rank may be selected
by the concerned officers themselves.
b. The length of each research paper should be from 1000-
1500 words.
2. The research results will be incorporated in the annual
efficiency report and when nominating the officers for
external and internal training seminars and courses.
3. The above directive covers all administrative officers from
1st Lt to brigadier general. Officers failing in their
research will be penalized, and the best three winners will
receive awards from the Directorate of Combat Development as
follows:
a. The first winner (100 dinars)
b. The second winner (75 dinars)
c. The third winner (50 dinars)
4. All formations and units affiliated with your units should
forward the research papers submitted by the administrative
officers to our headquarters in order to be sent to the
examiners.

granting annual pay increase and for promotion.
5. The 4th Corps Military Engineer Company will set up a
committee for evaluating the research papers and send the
best to the directorate above at the rate of one or more
search papers. The 4th Corps Military Engineering Command
will provide the Directorate of Military Engineering with a
list of names of officers who have submitted research papers
along with the names of officers who have failed to submit
research papers, the reasons for that failure and what
measures are taken concerning them.

1. Approval has been obtained from the Directorate of
Administration through its urgent letter number 5247 of 1 July
1990, which was communicated by the letter of the Directorate of
Mobilization and Statistics number 13119 of 10 July 1990, which
was communicated to us by the letter of the 18th Division Command
number 5014 on 22 July 1990, concerning a proposed design from the
Baghdad Organization Bureau. Applicants will have their addresses
confirmed by an information bureau and endorsed by the party
[illegible] and the areas of residence every six months.
2. In order to implement the above, please indicate to your
personnel that the event that information bureaux are not
available in some governorates the police station in the area of
residence can be a substitute as a source of information
[illegible]. Should the soldier be discharged, the last
confirmation of address should be sent along with the discharge
papers so the information can be entered in the basic register.
Should there be a change of address, all military personnel should
check with their conscription district two months after the change
in order to complete a change of address form (No 1343) in
implementation of the provisions of the twenty second article of
the Military Service Law number 65 for 1969 which was amended.
The last form should be sent to the Directorate of Mobilization
and Statistics to cover the conscripted and reserve officers when
they get discharged.

1. We have noticed of late an increased phenomenon of using
military vehicles by officers and enlisted personnel for other
than official duty in violation of orders nd instructions as
follows:
1) Officers' Violations
First. A number of officers drove the vehicles in their
military uniform instead of using drivers.
Second. They use the vehicles to transport members of
their families.
Third. They use the rear and side curtains in sedan cars.
Fourth. They use shaded glass.
Fifth. We also noted the existence of land-cruise vehicles
and civilian vehicles.
2. Violations by File and Rank Drivers
First. They do not carry the military number of their
vehicle.
Second. They drive the vehicles in civilian clothes.
Third. They violate traffic rules by driving in the opposite
direction, stopping in NO PARKING areas, or hindering
traffic.
Fourth. Carrying more than the allowed number of passengers
in the vehicle.
Fifth. Leaving the vehicles at night on the streets, lanes,
or in front of the driver's residences.
Sixth. Giving the civilians a ride on military vehicles.
2. Disseminate this information to all units affiliated with you
and hold the violators accountable in order to eliminate this
phenomenon and its non-recurrence. Comply with the instructions
and orders in this regard and conduct awareness training to
eliminate this problem
